    The second event in WLI BC's Certificate Series on Development Partnerships will focus on introducing the Mixed Tenure Partnership Guide developed by CitySpaces Consulting which was commissioned by BC Non-Profit Housing Association (BCNPHA).

    Participants will hear from Noha Sedky and Spencer Andres of CitySpaces Consulting, Byron Chard of Chard Development, and Brenda Ulmer of YWCA Metro Vancouver where they will discuss the Guide, lessons learned, and how strong partnerships enable innovative and successful projects.

    The Mixed Tenure Partnership Guide is intended for non-profit housing providers that are exploring the idea of obtaining ownership or a long-term lease in a privately led new development project. Partnerships between non-profits and developers are becoming more commonplace in British Columbia building on the availability and increasing use of local government tools that require non-market units in multi-unit development projects.

    Brenda Ulmer

    VP of Fund Development and Special Events, YWCA Metro Vancouver

    Brenda Ulmer has supported program expansion and the growth of YWCA Metro Vancouver into new communities as Vice President of Fund Development & Special Events since 2002. As she leads the Fund Development department, she is instrumental in the negotiations, funding, planning and development of new safe, affordable housing communities for single mothers and their children. The YWCA has opened 11 new housing communities during her tenure with a variety of partners and models. Brenda is a Certified Fundraising Professional and has a Bachelor of Commerce from UBC with a major in Urban Land Economics. She has worked in the social service, environmental and health care sectors and volunteers with the Vancouver Chapter of the Association of Fundraising Professionals.

    Byron Chard

    President & CEO,

    Since joining Chard Development in 2013, Byron has extended the company’s focus beyond residential development in Victoria to include purpose-built rental, affordable ownership, market condominium and hotel development in Victoria, Vancouver and North Vancouver. A Chartered Professional Accountant, Byron oversees the organization’s strategic direction including acquisitions, product mix, and sourcing debt and capital partners. He is committed to moving British Columbians up the housing continuum through a diversity of housing, creative financing arrangements and not-for-profit partnerships.

    Spencer Andres

    Senior Planner and Project Manager, CitySpaces Consulting

    Spencer is a Senior Planner and Project Manager with over 7 years of planning and development experience leading and supporting community planning, consultation, and development projects for institutional, non-profit, and government clients. His recent work includes acting as project manager for pre-construction and construction of non-profit housing projects, leading affordable housing feasibility studies, strategic planning exercises for non-profit organizations, targeted studies on municipal tools for providing and supporting affordable housing options, and updating Official Community Plans, Zoning Bylaws, and Housing Action Plans.

    Noha Sedky

    Co-Owner & Principal, CitySpaces Consulting, Ltd.

    As co-owner and Principal, Noha plays a lead role in supporting non-profits to realize their development projects from concept to occupancy. She has worked on numerous projects of various sizes and complexities. Noha is a senior planner and development consultant with 20 years of experience in affordable housing, land development, and community planning. Noha uses her strong communication skills to facilitate creative and collaborative approaches to projects with local governments, as well as the private and not-for-profit sectors.
