    In 2018 City of Vancouver Council approved the Heather Lands Policy Statement - a strategic framework based on community consultation that established the vision and set planning principles to guide redevelopment on this historically and culturally significant 21-acre site in Shaughnessy Heights in Vancouver. Following a Public Hearing on May 24, 2022, Council unanimously approved the Heather Lands rezoning application.

    With the coming of the Canadian Pacific Railway, the site was used for a range of uses - from a private boys’ school, to army barracks, to RCMP headquarters. The main feature of the site is the Fairmont Building, an A-listed heritage structure. The Heather Lands are a key part of a national reconciliation initiative to return publicly-owned land to its original Indigenous owners. The Heather Lands are now co-owned by the MST Development Corporation, an entity formed by Musqueam, Squamish and Tsleil-Waututh Nations, and the federal crown corporation Canada Lands Corporation (CLC).

    The rezoning of Heather Lands, and with it the announcement that the Fairmont Building will be demolished, comes at a critical time for First Nations across Canada, amid the harrowing and ongoing discovery of unmarked graves at residential schools. In a discussion moderated by Chuck Brook, hear from Brennan Cook, Vice President of MST; Elisa Campbell, Senior Director, Real Estate at CLC; Kirsten Robinson, Planner at the City of Vancouver, Sxelaltenaat Adrienne Charlie with Squamish Nation, and Dennis Thomas-Whonaok with Tsleil-Waututh Nation on the significance of the Heather Lands and its precedent-setting partnership.

    Kirsten is a Senior Planner at the City of Vancouver who has focused on master plan developments including the Heather Lands, East Fraser Lands, and Southeast False Creek. She will be speaking to how the City of Vancouver worked collaboratively with the MST, Canada Lands Company, and local community to create a shared vision for the Heather Lands.

    Chuck Brook

    Advisor, Brook Development Management

    Chuck Brook joined the City of Vancouver in 1986 as Senior Development Planner. In 1988, Chuck founded Brook Development Planning Inc., a development consultancy which was involved in numerous development and rezoning applications. Since 2013, Chuck has worked independently as an advisor to the private and public sectors, specializing in: real estate asset management plans and land use strategies; feasibility studies; site identification, assessment and selection; and complex negotiations.
